Timothy A. Baughman retired in 2015 as Chief of Research, Training, and Appeals for the Wayne County Prosecutor’s Office, a position held for 30 years in a 50-year career with the Office, but continues as a Special Assistant Prosecuting Attorney, litigating appellate cases, and engaging in continuing legal education of the staff. He graduated from Albion College in 1971, and Wayne State University Law School, in 1974. He has been married to Faith since 1971, has one daughter Lori, and three granddaughters, Aiden, Maren, and Avery.
Mr. Baughman has appeared seven times in the United States Supreme Court, and has also supervised the briefing and argument of five other cases in that Court, as well as appearing approximately 80 times in the Michigan Supreme Court and hundreds of times in the Michigan Court of Appeals. He is the author of Michigan Criminal Law and Procedure: Search and Seizure and Michigan Criminal Law and Procedure: Practice Deskbook, and serves as editor for revisions of the volumes in the Gillespie, Michigan Criminal Law and Procedure set, editing the entire new 3rd edition. He has also authored various articles on criminal law and criminal procedure. He served for eight years as an adjunct professor of law at Wayne State University Law School, teaching Criminal Procedure, and before that for one year at the University of Detroit Law School as an adjunct capacity teaching the same course. He was appointed as Reporter by the Michigan Supreme Court for its Committee to Revise the Rules of Criminal Procedure and served on the Supreme Court’s Model Criminal Jury Instructions Committee. He was also appointed as chair of a committee to restyle the Michigan Rules of Evidence. He has lectured for the National College of District Attorneys, the Michigan Judicial Institute, the Michigan State Bar, the Prosecuting Attorneys Association of Michigan, and various state prosecutor’s offices around the country. He was presented with the William L. Cahalan Award by the Detroit Bar Association for meritorious service in 1997, the Leonard Gilman Award by the Federal Bar Association of the Eastern District of Michigan as outstanding practitioner of criminal law in 2013, the Frank J. Kelley Distinguished Public Service Award by the State Bar in 2015, and was named one of 10 “Lawyers of the Year” by Michigan Lawyers Weekly for 2004, and named one of the “Leaders in the Law” by that publication in 2011.
