On March 22, 1887, Thomas M. Cooley – retired from the Michigan Supreme Court two years – was appointed to the Interstate Commerce Commission by President Grover Cleveland. Four days later, he obtained a copy of M.C.D. Silsbee’s A Half Century in Salem.
